A COMPARATIVE ANALYSIS OF COSTS AND RETURNS TO CATTLE VERSUS SMALL RUMINANT PRODUCTION IN GAO REGION OF MALI AgEcon
Toure, Mariam.
The Gao region located in the northeastern part of Mali was the largest producer of both large and small ruminants in the country before the drought of 1972-1974. Since then, particular trends have been observed in livestock production: (a) small ruminant herds almost reached their pre-drought level in 1976, whereas cattle herds were at 23 percent of their pre-drought level; (b) in 1976-1977, local consumption of small ruminants attained their highest level of the 1970's, whereas cattle consumption decreased at least by a factor of four; and (c) exports of sheep and goats have increased after the drought, while cattle exports are almost nil. These trends suggest that herders have shifted from cattle to sheep and goat production at least during the...

A COMPARISON OF MANAGERIAL BEHAVIOR IN COOPERATIVES AND INVESTOR OWNED FIRMS SERVING FARMERS AgEcon
Perraut, Ellis Edward.
What difference does it make whether farmers are served by cooperatives or investor owned firms? Are these two forms of organizations really different? Cooperative ownership principles result in owners being more interdependent and interactive with managers of the work organization than do investor ownership principles. This difference results in a difference in manager roles and cooperative firm behavior unless the interdependence and interaction is offset by technological constraints, complexity, product diversity, and rate of change in the environment. Institutional Analysis and Organizational Behavior-Contingency Theory are used to link the influence of ownership principles and task environment to managerial role behavior.

A CONCEPTUAL FRAMEWORK FOR ANALYZING CALIFORNIA WATER ALLOCATION: ANALYSIS OF CALIFORNIA WATER SYSTEMS UNDER DROUGHT CONDITIONS AgEcon
Cappalla, Rocco V..
Alleviating excess demand for water is a reoccurring issue in California. An analytical framework is developed to examine the different ways to eliminate excess demand for water in California. Four ways are examined in the marshallian cross framework. First, shifting the supply schedule to the right. Second, shifting the demand schedule to the left. Third, increasing the price of water to the equilibrium point. Fourth, closing the excess demand gap by administratively rationing the quantity of water consumed. The role of institutions in determining the price of water and building infrastructure to increase the stock of water is examined An analysis of household water consumption behavior during the drought of 1987-91 reveals that households voluntarily...

A CRITICAL APPRAISAL OF AN EVALUATION OF PEASANT COLONISATION AND SETTLEMENT IN THE GAL OYA VALLEY OF CEYLON AgEcon
Nanayakkara, Upali.
The main objective of this paper is to critically examine the GOPEC's evaluation of the peasant colonization segment of the GOV program, "the core of the problem that this committee was called upon to report". This examination is intended to ascertain whether the benefit-cost assessment of the GOPEC was, in fact, correctly executed, and to see whether the main policy conclusion of the GOPEC with regard to peasant colonization - that "policy makers take a long, hard look at the advisability of diverting resources to what is essentially a social welfare function in an economy where the greatest need is to maximize production" - follows from the GOPEC's analysis. The second objective is to determine whether benefit-cost analysis was adequate for providing...

A DESCRIPTION AND EVALUATION OF THE MICHIGAN FARM ENERGY AUDIT STUDY PHASE I AgEcon
Schauer, Warren L..
Energy use and it's availability, now and in the future, have been of increasing concern as the decade of the 1970's elapsed and the 1980's begin. This paper describes a farm energy audit project that addressed this concern of energy use by farms in Michigan. The objectives of this paper are fourfold. First, is documentation of the Michigan Farm Energy Audit Study. This involves the step-by-step procedure as to formulation and development of the project. The second objective is to report the results of Phase I of the project. The third objective is to evaluate the feasibility of going from a pilot program to a more generalized system. This evaluation includes specification of the changes needed to expand the project to a more general system....

A DESCRIPTIVE AND ECONOMETRIC ANALYSIS OF RELATIONSHIPS IN THE RICE SUBSECTOR OF BURKINA FASO AgEcon
Hebie, Sekou.
As in almost all sub-Saharan African countries, agriculture plays an important role in the economic life of Burkina Faso. The World Bank's 1983 report indicates that agriculture's contribution to the country's Gross Domestic Product (GDP) was 41 percent in 1981 compared to 16 percent for the industrial sector. In 1980, exports of agricultural products (basically cotton, groundnuts, and livestock) accounted for 89 percent of total export earnings. The country is primarily agricultural, with nearly 90 percent of the population dependent on agriculture as a livelihood. Yet it is well known today that Burkina Faso, going into its third decade as a sovereign nation, is still facing, like its Sahelian counterparts, one of the biggest challenges of economic...

A DYNAMIC INVESTMENT MODEL FOR TREE CROP AGRICULTURE AgEcon
Ajobo, Owolabi.
The objective of this paper is to develop a dynamic model that may be useful in the analysis of investment in long term tree crop agriculture. The model is based on linear programming as modified by fixed assets theory. The starting point is the Heady-Loftsgard dynamic linear programming model restated in a stochastic form and imbedded in a decision theoretic construct to give a stochastic mixed integer programming model. The paper goes into a discussion of problems associated with agricultural data collection in Nigeria-on the conviction that specific use of any model can only come after the data problem has been reasonably solved.

A FEASIBILITY STUDY FOR ESTIMATING THE VALUE OF COMMERCIAL FISHERY AgEcon
Ghanbari, M. Reza.
The "best" use of natural resources -- using them where they are needed the most and can provide the greatest return to society with respect to economic, political, and environmental standards -- is a basic question facing our society. It is a question that has received more and more attention in recent years, as an acute awareness of ecological problems has developed in the industrialized portion of the world. The problem has also become more complex as more and more natural resources are subjected to more intensive multiple uses. Conflicts arise between the users of such resources when the actions of one user encroach upon the use of the resource by another. Usually such conflicts can only be resolved by limiting one or more uses. In the case of...

A GENERAL FRAMEWORK FOR EVALUATION OF CNP'S GRAIN PRICE POLICIES IN COSTA RICA AgEcon
Cervantes, Carlos F..
Among the different institutions through which the Costa Rican government influences production and internal marketing of agricultural commodities, the Consejo Nacional de Produccion (CNP) is the most important one. The Consejo is given by law a great deal of authority in fomenting production and stabilizing prices of food products. It is also entitled to perform a wide range of activities and marketing functions affecting the food system (buying and selling, assembling, transporting, storing and processing, importing and exporting, price fixing, input distribution, etc.). Because of the strategic role of agriculture in the country, and due to very significant influence of the Consejo's intervention upon production, marketing and consumption in...

A LINEAR PROGRAMMING ANALYSIS OF THE EMPLOYMENT, INCOME AND PRODUCTIVITY OF THE SMALL FARM AND RICE PROCESSING SECTORS OF SIERRA LEONE AgEcon
Rose, Frank S..
Agriculture is the largest sector in the economy of Sierra Leone, employing approximately 75 percent of the population in 1972 and accounting for over 30 percent of the gross domestic product. But though the national economy has grown at an estimated 4.3 percent rate in the last decade, the agricultural sector is estimated to have grown only 1.6 percent per year. The government of Sierra Leone, recognizing the importance of the agricultural sector and the need to develop policies to encourage its growth, has set a goal of increasing the growth rate of the sector to 4.6 percent per annum. Central to the overall agricultural development plan is the emphasis on increased rice production. Rice is the staple food in Sierra Leone, grown by over 80 percent...

A METHODOLOGICAL BASIS FOR THE EVALUATION OF MARKETING LOSSES OF FOODS IN DEVELOPING COUNTRIES AgEcon
Silva, Carlos Arthur Barbosa da.
The shortage of food for a substantial proportion of the world's population is a problem which has been challenging our society for a long time. In the 1972-1974 period an estimated 1.3 billion people subsisted in less developed countries with dietary energy supplies under the minimum nutritional requirements, and the current outlook is for a widening gap between needs and food supplies. Although progress has been made in production oriented research, such as the development of high yielding crop varieties and of better way to control pests and diseases, there is still a need for additional means to increase the world food supply. The objectives of this paper are as follows: 1) to define the problems and its relevance for developing countries; 2) to...

A MULTIPLE REGRESSION ANALYSIS OF ASPARAGUS PRICES IN MICHIGAN: 1956 TO 1970 AgEcon
Yiemphat, Nualsri.
Michigan ranks among the top five asparagus producing states in the United States; ranking forth in production, and second in its seasonal group. As of 1970, the five leading states in asparagus were: (1) California, (2) New Jersey, (3) Washington, (4) Michigan, and (5) Illinois. Although the total acreages employed for asparagus production has been decreasing -3,800 acres between 1969 and 1970 -Michigan's has been increasing - 900 acres for the same period. The marked decrease in asparagus production over the past decade may be explained by strong foreign competition, especially from Taiwan since 1964; and from competing enterprises in certain areas and from asparagus farms sharing in the natural attrition of all farms in the U.S. The objective of...

A PERSONAL VIEW OF THE ROLE OF THE GOVERNMENT IN THE DOMINICAN FOOD AND FIBER SYSTEM AgEcon
Diaz, Joaquin A..
The Dominican government is currently undertaking many programs in the food and fiber sector which are expected to improve agricultural sector performance which in turn is important for the development of the whole economy. Thus, it is important to identify the general strengths and weaknesses of the system "as is" in order to carefully select subsequent specific studies about the Dominican food and fiber system. Although this study is general, it is nonetheless valuable since it contributes to a basic and introductory understanding of the Dominican case. The main objective of this study is to describe the general role that the government might play in the Dominican food and fiber sector in order to obtain more efficiency and equity among the systems'...

A PRELIMINARY ANALYSIS OF AGRICULTURAL MARKETING CHARACTERISTICS OF FARMERS IN THE EASTERN REGION OF UPPER VOLTA AgEcon
Ouedraogo, Ismael S..
This paper aims at deepening and understanding of the agricultural marketing characteristics of farmers in the Eastern region of Upper Volta, West Africa. This work was requested by the Eastern Regional Development Organization (ORD) of the Voltaic government and the local U.S. AID Mission to provide some early guidepoints in the preparation of proposals for a major multi-donor integrated rural development project. The paper analyzes, at the farmer's level, utilization of crops, sales of purchases of crops and animals, other marketing transactions of farmers (trading in crops, processing of crops, gathering of fruit and nuts), and farmer's level of participation in the marketing system.

A PRELIMINARY ANALYSIS OF THE EFFECTS OF THE PRICING MECHANISMS USED IN THE SOYBEAN SUBSECTOR IN URUGUAY AgEcon
Ugarte, Galdos G..
Since 1974, Uruguay has adopted an export-led growth strategy of deployment. Macroeconomic policies implemented toward this general objective have achieved impressive results in improving the general economic situation of the country. Increases in nontraditional manufactured exports have been largely responsible for the improvement in the overall growth performance and have brought about a substantial diversification of the export structure. Soybeans have also appeared recently as another nontraditional potentially exportable agricultural product. However, soybean production in Uruguay has not developed enough to make soybean exports an important and permanent source of foreign exchange. Given the need to diversify the export structure of the country,...

A PRELIMINARY ANALYSIS OF THE PARAGUAYAN COTTON PRODUCTION-DISTRIBUTION SYSTEM: A DEVELOPMENT POLICY PERSPECTIVE AgEcon
Cegla, Ariel C..
This study provides a preliminary description and diagnosis of the Paraguayan cotton production-distribution system. The general objective of the study is to identify opportunities which will allow the cotton production-distribution system to continue being a productive force contributing to the welfare of the small farmer and to national economic development. A conceptual framework is developed that relates the working of the cotton economy and its market participants to government institutions and macroeconomic forces that have a significant bearing upon its organization and performance. Selected aspects of cotton performance are evaluated in terms of their contribution to agriculture and national development goals. Main recommendations for future...

A PRELIMINARY ASSESSMENT OF THE BEEF SUBSECTOR IN THE PHILIPPINES AgEcon
Fabiosa, Jacinto F..
The average per capita protein consumption in the Philippines is very low, only 44.1 grams annually. This is primarily due both to the limited income of consumers and the inadequate supply of protein source products such as fish, pork, chicken, eggs, beef, and vegetables. The supply of protein source products from local sources has long been lagging behind the demand for domestic consumption. The reason for this is that expansion of the more traditional animal protein sources such as pork and chicken is severely constrained by the shortage of feed-grains and the strong competition for the use of the grains for direct human consumption. The short-run alternative adopted to solve the problem was to supplement local supply by importing meat and meat...
